How to set up IEP goal progress monitoring in Google Sheets

Use three tabs: a Goals tab with each goal's ID, baseline and target; a Data Log where you add one row per data point (date, goal ID, score, out of); and a Summary that uses AVERAGEIFS and FILTER to show the latest value, a recent average, progress from baseline to target, and whether each goal is on track. Graph one goal at a time.

The tabs and columns to set up

TabColumns
GoalsGoal ID, student, area, short goal, measure, baseline, target, start date, target date
Data logDate, goal ID, score, out of (for trials), percent, notes
SummaryGoal ID, data points, first and latest value, last-3 average, progress to target, status, trend
GraphPick a goal ID to see its data points next to baseline and target
ReportPick a student to see all their goals on one printable page

Step by step

  1. Give every goal an ID. Use a short code such as A-R1 (student A, reading goal 1). The ID links the data log to the goal.
  2. Record baseline and target. Copy them from the IEP so progress can be measured as a share of the distance from baseline to target.
  3. Log one row per data point. Enter date, goal ID and score. For trials, enter correct and total, and let =C2/D2 turn 7 of 10 into 70%.
  4. Summarize each goal. Use =COUNTIF(Log!B:B,A2) for the number of data points and =AVERAGEIFS(Log!E:E,Log!B:B,A2,Log!A:A,">="&start_date) for a recent average.
  5. Show progress and trend. Progress = (recent average − baseline) ÷ (target − baseline). Compare the last-3 average to the prior three to label Improving, Flat or Declining.
  6. Handle goals that should go down. For behavior goals like 8 incidents down to 2, the same formula works because target minus baseline is negative.

Frequently asked questions

What data do I need for IEP progress monitoring?

At minimum the goal ID, date and score for each data point, plus each goal's baseline and target so progress can be calculated.

How do I track trial data like 7 out of 10?

Log the correct and total in two columns and calculate the percent in a third, so every data point is on the same scale.

How often should I collect goal data?

Follow the measurement schedule written in the IEP. The sheet works with any number of data points, in any order.

Can Google Sheets graph IEP goal progress?

Yes. Insert a chart on a filtered range for one goal, or build simple bar graphs with REPT or SPARKLINE formulas.

Does an on-track status replace my judgment?

No. Status and trend are simple math on the numbers you enter. They support your professional judgment and don't replace official progress reports.

Is there a ready-made goal tracker?

Yes. The Fieldwork IEP Goal Progress Monitoring Tracker is a Google Sheets file with Goals, Data Log, Goal Summary, Goal Graph, Progress Report and Settings tabs already built ($6.99 on Etsy).
