IEP progress report comments: examples by progress code
A good IEP progress report comment pairs the progress code with data: where the student started, where they are now, and what happens next. Write one short comment per goal per period, for example: "[Student] is making progress toward this goal, moving from [baseline] to [current level], and is expected to meet it by the end of the IEP."
Comment starters by progress code
| Progress code | Comment starter |
|---|---|
| Met / Mastered | [Student] met this goal, [accuracy or level] across [number] data points by [date]. Next step: [maintenance or new goal]. |
| On track / Sufficient progress | [Student] is making progress toward this goal, moving from [baseline] to [current level], and is expected to meet it by the end of the IEP. |
| May not meet / Insufficient progress | [Student] has made limited progress, from [baseline] to [current level]. The team is [change in supports or instruction]. |
| Not yet introduced | This goal has not been introduced yet. Instruction is planned to begin [period or date]. |
| Regression | [Student]'s performance decreased from [level] to [level] this period, possibly related to [absences or other factor]. Next step: [plan]. |
Step by step
- List your district's codes. Use the progress codes your district requires and write what each one means.
- Pull the data first. Before writing, note the baseline and the current level for each goal.
- Start from a comment starter. Pick the starter that matches the code and fill in the brackets with the student's numbers.
- Add the next step. End with what will change or continue next period.
- Track who is done. Keep a status per student per period (not started, in progress, ready, sent) so no report is missed.
- Print and record the sent date. Print or save each student's report and log the date it went home.

Frequently asked questions
What should an IEP progress report comment include?
The progress code, the current data compared with the baseline, and the next step. Two or three sentences per goal is usually enough.
What are common IEP progress codes?
Many districts use codes such as Met, Sufficient progress, Insufficient progress or may not meet, Not yet introduced, and Regression. Always use your district's own list.
How do I write a comment when a student regressed?
State the change in data plainly, note any known factors such as absences, and say what the team will do next.
Can I reuse comments across students?
Use starters for the wording, but fill in each student's own data so the comment reflects their goal.
Is this an official progress report form?
No. If your district requires an official form or system, use it. A template organizes your codes and comments.
Is there a ready-made progress report template?
Yes. The Fieldwork IEP Progress Report Template (Google Sheets plus printable PDF) has Settings, Students, Goals, Report Status, Progress Report and Comment Starters tabs ($4.99 on Etsy).
